SECTION 1 – INSTRUCTIONS TO APPLICANTS

1.         The Mayor and Councillors of the City of Georgetown will utilize the information provided by applicants to produce a database for 2026, with respect to prequalifying contractors for the supply of goods and services.

2.         Applicants are requested to complete the tables in Section 3 of the Application Forms. Applicants may choose to submit for any of the listed lots or all categories.

3.        Pre-qualification applications must be placed in SEPARATE ENVELOPES FOR EACH JOB, bearing no identity of the applicant, and marked at the top left-hand corner of the envelope: Prequalification for 2026

4.         All completed forms must be accompanied by the following supporting documents:

  • Valid GRA and NIS compliance certificates
  • Valid Business Registration/Certificate of Incorporation
  • VAT Certificate (where applicable)
  • Company/Business Profile
  • Certificate of Vehicle Registration (where applicable)
  • Motor Vehicle and Road Traffic Registration Certificate, (where applicable)
  • Police Clearance (where applicable)
  • M&CC Tax Compliance Certificate (where applicable)

SECTION 4 – CONDITIONS OF PRE-QUALIFICATIONS

  • All persons pre-qualified will be required to submit recent Guyana Revenue Authority (GRA) and National Insurance Scheme (NIS) compliances in the event of any contract award.
  • If an applicant is successful in being on the Database and consistently refuses to bid for projects when invited may result in his/her name being removed from the database unless valid reasons are given.
  • Evaluations of work done, which indicate poor performance, can also result in automatic disqualification of the applicant.
  • Equipment submitted for tendering will be subject to inspection by a representative of the Council.

PROCUREMENT OF DUMPSTER(S) FOR THE MAYOR AND COUNCILLORS OF THE CITY OF GEORGETOWN.

1. INVITATION

The Mayor and Councillors of the City of Georgetown hereby invites expressions of interest from qualified suppliers for the procurement of industrial-grade dumpster(s) to support Municipal Waste Management operations.

2. BACKGROUND

The City of Georgetown is seeking to enhance its waste management infrastructure by acquiring reliable, durable dumpsters for various municipal facilities and public areas. This procurement is part of our commitment to maintaining clean, sustainable urban environment for our residents.

3. SCOPE OF REQUIREMENTS

3.1 Primary Requirements:

Detailed specification of the required dumpster is hereto attached and, should correspond with the following guidelines:

  • Quantity: 1-3 dumpsters (exact number to be determined based on proposals)
  • Capacity: The dumpster should reflect a measurement of 18 ft. long, 8ft wide and 4ft 6 inches high.
  • Material: Heavy-duty steel construction with corrosion-resistant coating
  • Features: Lockable lid, drainage system, reinforced bottom
  • Mobility: Metal roller/wheels to allow for easy mounting of the dumpster on a hooklift truck. 

3.2 Additional Considerations:

EXPRESSION OF INTEREST (EOI)

FOR THEWEEKLY REMOVAL OF PARAPET WASTE

The Mayor and Councillors of the City of Georgetown hereby invites Expressions of Interest (EOI) from eligible and experienced solid waste contractors for the weekly removal of parapet waste in constituencies 1, 3, 4, 8, 9, 10, 11, 12, 13, 14, and 15 within the city.

Scope of Work:

The selected contractors will be responsible for the collection, removal, and transportation of parapet waste on a weekly basis, ensuring that the environment remains clean, safe, and aesthetically acceptable for residents and visitors.

Definition of Parapet Waste:

Parapet waste refers to a variety of bulky, non-household waste materials and debris that are typically discarded on or near the parapet (the roadside verge or the grassy area between the sidewalk and roadway). This includes but is not limited to:

  • Yard and garden waste (tree branches, leaves, shrubs, grass clippings)
  • Discarded furniture and household items placed at the roadside
  • Wood and lumber pieces
  • Construction and demolition debris (in small quantities)
  • Old mattresses and cushions
  • Household appliances
  • General bulky debris not classified as regular household garbage

Requirements for Interested Contractors:

Contractors must submit the following as part of their Expression of Interest:

  1. Company Profile, including proof of registration and relevant experience in solid waste management.
  2. List of equipment and manpower to be utilized for parapet waste removal.
  3. Previous experience working with municipal or regional authorities.
  4. Proposed schedule of operation and strategy to manage assigned constituencies.
  5. Evidence of financial capacity to undertake the contract.

Expression of Interest

AFTER MASHRAMANI CLEAN-UP

The Mayor and Councillors of the City of Georgetown invites Expression of Interest from suitably qualified individuals to aid in cleaning the Mashramani route for 2025.

TERM

The successful applicant will be required to clean the route commencing from Middle and Main Streets, south into Church Street, Irving Street and Vlissingen Road from Regent Street to the Kitty Roundabout and Thomas Lands from Vlissingen Road to the National Park.

Additionally, the applicant will be required to clean the Merriman Mall between Oronoque Street and Vlissingen Road.

PAYMENT

Payments will be made to the successful applicant upon the fulfilment of the contract.

MANAGEMENT PLAN

The successful applicant must have the following tools:

  1. Fan rakes
  2. Spade
  3. Garbage bags
  4. Bins
  5. A mood of transportation to take waste to Haags Bosch Sanitary Landfill
  6. Adequate labour to complete the task in a timely manner.
  7. Proposal stating resources and average timeline to complete the task at hand, including total cost for the project

Background

The Mayor and City Council, M&CC, Georgetown is desirous of recruiting a PR Consultant as part of its reform agenda. The reform process is designed to enhance the council’s PR in terms of strategic communication, transparency and accountability.

Scope of Work

The consultant will undertake the following tasks:

  • Coordinate public, private and international media requests and facilitate interviews
  • Conduct media monitoring and analysis
  •  Develop and implement strategic public relations and social media plans
  •  Manage a number of key social media accounts
  •  Develop engaging content for all relevant mediums including blogs, social media posts, polls etc
  •  Craft compelling content, including news items for online platforms
  • Write and edit engaging talking points, speeches, articles and visual media products
